Residential Service Agreement

Fees Due with first bill:

  • $75 Refundable Deposit.
  • $25 Non-refundable Activation Fee

Residential Water Service fee:

  • $25.00 monthly, including 2,000 gallons of water.
  • Anything over 2,000 gallons is billed at $3.50 per 1000 gallons.

If you are registering for service online, Please note the following:

• We require a color copy of your driver’s license or state ID. You can attach it to the online form via the file upload or include it in a separate email. When we receive this from you, we will set up your account. We will call you with your new account number and obtain any additional information we need. We require your social security number, which a customer service representative will take over the phone.

• You must provide a working phone number so we may call with your updated account information, answer any questions you may have, and obtain the remaining information we need. The service will not be started if you do not provide a working phone number.

• Upon completing the service agreement, DCWA will charge your account a deposit and activation fee. Your first bill will show charges of a $25.00 non-refundable activation fee and a $75.00 refundable deposit. Your first bill will be at least $125.00. (activation fee, deposit, and first month’s service fee)

• The flat rate for Residential service is $25.00 for 2,000 gallons and metered after that @ $3.50 per thousand gallons. Business Rates are different. Please call for information or view our services page for questions regarding commercial service rates.

Each customer shall pay a security deposit. This deposit is refundable when you leave the water system once your bill is paid in full. You will be billed monthly. If you do not receive your bill, contact our office. All bills are due and payable when rendered. Accounts not paid in full by the 10th of the month may be subject to additional fees and disconnection without further notice.

All scheduled services will be completed by 3:00 pm on the date requested. If you have requested a same-day service, please be aware that these requests must be submitted before 2 pm. A $25 same-day service charge will be applied to your account before a technician is dispatched. There are no additional service fees if you request to start your service on the next business day.

By signing below, you accept the above terms and acknowledge that you understand the following:

• The water will be turned on between 7 am and 3 pm. If my representative or I can not be present for my service to be turned on, I assume full responsibility for any water damage that may occur.

• I have been advised to locate or install a shut-off valve on my side of DCWA’s meter to shut off the water during an emergency. (Meters are locked; customers do not have access to the meter.)

• I understand that any leaks or water damages after the water meter are my responsibility. To avoid additional charges, DCWA must have access to the meter for proper reading, service, and maintenance.

• I understand that my electronic signature binds me to the terms of this application the same and as effectively as if I signed the application with my handwritten signature. I agree to conduct business with Dorchester County Water Authority (DCWA) through my electronic or digital signature, and I confirm that DCWA may rely on my electronic signature.
